The Coordinating Board for Higher Education (CBHE) selected officers to serve in 2026 during this morning’s public meeting. Board members unanimously voted for Hollie Elliot (Chair), Allen Brooks (Vice Chair), and Judge Anne-Marie Clarke (Secretary) to continue to serve in their respective positions during the 2026 calendar year.Elliott, executive director of the Dallas County Economic Development Group, was appointed to the CBHE by Governor Mike Parson in February 2021. She served as vice chair in 2023 and has held the role of chair since 2024.“It has been a privilege to serve on the board, and I am honored for the opportunity to continue to serve as chair,” Elliott said. “We have a dedicated team of board members who are passionate about our work, and we are committed to continuing to serve Missourians as they strive to achieve their higher education and career goals.”Brooks, Fleet Operations Manager for McLane Livestock Transport, was appointed in July 2021, serving as the board’s secretary in 2023 and as vice chair in 2024 and 2025. Judge Clarke, now retired, most recently served as the 47th Chair of the Judicial Council Division of the National Bar Association, was appointed to the board in February 2021 and began serving as board secretary in 2024.During Wednesday’s meeting, the Missouri Department of Higher Education and Workforce Development (MDHEWD) also shared statewide fall enrollment data and provided updates on the department’s strategic framework and upcoming goals.The board also welcomed Kelli Jones, Deputy Commissioner of Learning Services for the Missouri Department of Elementary and Secondary Education, to share an update on the Governor’s Workforce of the Future Challenge, highlighting the importance of MDHEWD and DESE’s partnership as we work towards improving career and technical education delivery systems in Missouri. Dr. John Porter, President of Lindenwood University, Dr. Jeff Frederick, President of Drury University, and Dr. Joe Parisi, President of Missouri Valley College, were also invited to offer a presentation on the role of independent colleges in advancing state education and workforce development goals, highlighting the unique ways each institution supports community and economic development in Missouri.Other notable actions from the December 3 meeting include:Selected the University of Missouri-Columbia to host the June 2026 board meetingFully approved 15 programs that were provisionally approved in 2019 and 2020Voted to review three programs in two yearsEstablished by constitutional amendment in 1972, the nine-member CBHE oversees MDHEWD, which serves as its administrative arm. The department is led by Commissioner Dr. Bennett Boggs. ST. LOUIS – Motorists traveling eastbound I-64 in St. Charles should be aware of one lane of the interstate being closed just past the Boone Bridge. The lane closure will begin at 7 a.m. Monday, Dec. 8 and continue through Wednesday, Dec. 10.
MoDot crews will close northbound I-55 over the BNSF bridge from 11 p.m. to 4 a.m. Monday, Dec. 8 through Wednesday, Dec. 10.  Signed detours will direct motorists around the closure.
All work is subject to change and may be shifted due to inclement weather.

I-64, St. Charles County, starting at 7 a.m. Monday, Dec. 8 through Wednesday, Dec. 10, one lane of eastbound I-64 past the Boone Bridge will be closed.
I-70, St. Charles County, North Outer Road westbound at Foristell temporary slip ramp in place through January 2026.
I-55, Jefferson County, intersection of I-55 and Route 67 closed.
I-55, Jefferson County, one lane of northbound/southbound I-55 closed from Route 67 to Route Z.
I-55, Jefferson County, three left turn lanes closed at McNutt under the interstate. Traffic will move to the outside lanes. Drivers will be able to make a left turn onto the interstate ramp.
I-55, Jefferson County, Route CC fully closed at Route 67. No access to 67 on both sides of the intersection.

ST. JOSEPH, Mo. – The Missouri Department of Transportation is planning a bridge replacement project on the Gene Field Road Bridge over Interstate 29 in St. Joseph. This project is currently scheduled to go out for contractor bids as a part of MoDOT’s January 2026 letting. The project timeline was accelerated following the bridge being struck by an oversized load in November 2025.
You are invited to attend a public open house meeting on Wednesday, Dec. 17, 2025, at the MoDOT’s Northwest District Office, 3602 North Belt Highway, St. Joseph, MO 64506. Attendees are welcome to come any time between 4-6 p.m. to speak with project leaders. There will be no formal presentation.
This meeting will allow the public to share their thoughts and concerns about the plans for the project and to provide comments, either directly to the engineers or through the comment form, on those concerns.
If you are unable to attend the open house, two other opportunities for public comment are available through Wednesday, Dec. 31, 2025.

HANNIBAL – During its regular meeting on December 3, the Missouri Highways and Transportation Commission awarded the following contracts for resurfacing projects in the Northeast District. 

A $208,266 contract was awarded to Emery Sapp & Sons, Inc., for resurfacing project on Route NN, from Missouri Route 22 near Mexico to the end of state maintenance, in Audrain County
A $2.1M contract was awarded to Emery Sapp & Sons, Inc., for resurfacing project on Missouri Route 22, from 0.1 mile west of Route E near Thompson to Morris Street in Mexico, in Audrain County
A $3.9M contract was awarded to W. L. Miller Company for resurfacing projects in Schuyler and Scotland counties at the following locations. The routes below are included in the Governor's Rural Road program.

Route D - from Route U at Lancaster in Schuyler County to Missouri Route 15 near Memphis in Scotland County
Route J - from U.S. Route 63 to Quail Avenue in Schuyler County
Route U - from U.S. Route 136 in Lancaster to U.S. Route 63 in Schuyler County
Route V - from Route D to U.S. Route 136 in Downing in Schuyler County



A $807,191 contract was awarded to W. L. Miller Company for resurfacing projects in Adair County at the following locations:

Route H - from LaHarpe Street to Missouri Route 11 in Kirksville
Route P - from Business Route 63 to U.S. Route 63 in Kirksville
Route P - from 0.3 mile east of U.S. Route 63 to Bass Way near Kirksville


The resurfacing projects are included as part of the Governor's Rural Road program. The program, created with Gov. Mike Kehoe's signing of the fiscal year 2026 state budget, allocated $20 million of General Revenue funds to the Missouri Department of Transportation to improve low-volume rural roads across the state. More information on the Governor’s Rural Routes Program, including detailed project information, is available at www.modot.org/governors-rural-routes-program.
